Who is Manuela Fonseca?

For more than 20 years, Manuela Fonseca’s leadership and vision guided VT-HEC’s Early Childhood Licensing Programs. In this role, she developed our early childhood and early childhood special education programs from the ground up, built strong partnerships, and supported hundreds of aspiring educators.

She led the programs through state approval processes, enhanced curriculum and licensure pathways, helping to ensure that Vermont’s youngest learners benefit from a strong, highly qualified workforce.
