Anyone coordinating work-placements for 16- and 17-year-old students, including CTE cooperative education coordinators, high school WBL coordinators, librarians, guidance counselors, special educators, and others who hold the WBL endorsement.

Placing 16- and 17-year-old students in hands-on work-based learning experiences can involve complex legal considerations for both career and technical education (CTE) cooperative education coordinators and work-based learning (WBL) coordinators. This workshop will focus on how the Fair Labor Standards Act (FLSA) Hazardous Occupations Orders (HOs) apply to these placements.
Participants will analyze how the HOs regulate specific activities and equipment across a variety of work settings. They will leave with practical tools and strategies for identifying prohibited duties, evaluating placements, managing required documentation, and reducing legal risk for both schools and employers.
Participants will:
- Recognize tasks that student-employees under 18 are not allowed to perform and equipment they are not allowed to operate under the FLSA’s HOs.
- Determine when student-learner exemptions apply and whether a placement qualifies under a bona fide CTE program.
- Evaluate training plans and agreements to ensure they meet student-learner exemption requirements and align with the CTE program’s Critical Proficiencies
- Identify state-specific resources and paperwork when placing students in work-based learning experiences with employers in adjacent states (NH, NY, and MA).
